The recently passed American Rescue
Plan Act of 2021 created the Community Navigator Pilot Program. SBA
will collect information from applicants to the program to assess
eligibility and select the grantees. The grantees will submit
performance and financial reports and client data to SBA, which the
Agency will use to monitor and evaluate the program’s performance
and the extent to which it is meeting its objectives.

to the Office of Management and Budget (0MB) procedures established
at 5 CFR §1320, the Small Business Administration (SBA) requests
that the collection of information associated with the new
Community Navigators Pilot Program (application and SBA Form 3516)
be processed in accordance with section 1320.13, Emergency
Processing, by May 21, 2021. Community Navigators Pilot Program is
a new grant program authorized by section 5004 of the American
Rescue Plan Act, 2021 (Pub. L. No. 117-2, § 5004). SBA is asking
for emergency review of the information collection for Community
Navigators to enable SBA to implement this new program. SBA has
determined that this information collection is essential to SBA's
ability to collect and review grant applications, select awardees
and perform on-going program administration and review to ensure
compliance and track performance metrics of the awardees. Delaying
implementation of the Community Navigators Pilot Program impedes
SBA’s ability to identify and provide technical assistance to small
businesses who have struggled the most to receive Covid-related
financial and other assistance, especially businesses owned by
women, veterans and socially and economically disadvantaged
businesses and communities where English is a second language. SBA
also requests a waiver from the requirement to publish the public
comment notice in the Federal Register before seeking review. SBA
will publish the required notices before seeking standard review
and approval for continued use of this information collection after
