Justification for Nonsubstantive Change Request

APHIS Forms 7006 and 7006A were edited to realign the Item 4 license or registration number data field with its applicable fields in Item 5 and 6 (“Seller or Donor” and “Buyer or Receiver”) because its consolidated format led to delays in completing and processing the form. In the new form, Items 5 and 6 (“Seller or Donor” and “Buyer or Receiver” name and address) were renumbered as 4A and 5A, and Item 4 was moved to new subfields 4B and 5B. All remaining fields in the revised field were also renumbered.
The burden estimate remains unchanged.
