Summary

The Centers for Disease Control and Prevention (CDC) requests OMB approval for nonmaterial/non-substantive changes to the OMB approved information collection instrument, the Feeding My Baby and Me: Infant Feeding Practices Study III (FMB&M-IFPS III) Survey Instruments. Specifically, the CDC requests OMB approval for minor edits, specifically: (1) two questions were inadvertently left off of the prenatal survey and are needed to help characterize the study population; and (2) removal of one question on each survey because this question was determined immaterial for study and analytic purposes.

Background and Justification

FMB&M- IFPS III is a longitudinal study that will follow pregnant women and their new baby for two years. The study aims to understand the current state of mothers’ intentions, behaviors, feeding decisions, and practices from pregnancy through their child’s first two years of life, assess how these change and their impact on feeding practices and health outcomes over the first two years of life. The data will be used to: fill research gaps on how feeding behaviors, patterns, and practices change over the first two years of life and the health-related impacts; inform multiple federal agency efforts targeting maternal and infant and toddler nutrition through work in hospitals, with health care providers, with early care and education providers, and outreach to families and caregivers; and provide context to policy level documents such as the U.S. Dietary Guidelines for Americans, which will include pregnant women and children birth to 24 months of age for the first time in 2020–2025.

Effect of Proposed Changes on Currently Approved Instruments and Attachments

OMB approved CDC to conduct FMB&M- IFPS III. As CDC prepared to move forward with implementation of this study, several nonmaterial/non-substantive changes were identified. CDC requests OMB approval to include two questions that were inadvertently left off of the prenatal survey, removal of one question on each monthly survey because it was determined to be immaterial for the study or analytic purposes, and addition of one question on each monthly survey to ensure the survey should continue to be sent to participants. If approved, these edits will be incorporated. There are no other proposed changes.

The following tables describe the requested changes (Table 1) and the attachments which have been updated as a result of nonmaterial/non-substantive changes to select items on the FMB&M-IFPS III survey instruments (Table 2). Edits are shown in track changes (red text). Effect of Proposed Changes on the Burden Estimate
