Justification:
FRA is making a non-material/non-substantive change as follows:
•

Add a supplemental document titled, “Federal Railroad Administration Office of
Railroad Safety State Action Plan (SAP) Portal User’s Guide.” The burden associated
with this user’s guide is accounted for and thus there will be no change to the total burden
time. No other changes have been made to this collection.
