The above named educational institution agrees to participate in VRRAP (established by section 8006 of Public Law 117-2) with
respect to an enumerated list of covered programs, subject to the terms, conditions and representations provided in this agreement
and the provisions of law, Department of Veterans Affairs (VA) regulations, and policies governing the program.

If this agreement is accepted by VA, it will be considered an open-ended agreement that is in effect until VA or the institution
notifies the other party of changes, or one of the statutorily imposed limits (i.e., time, participants; or funding) of VRRAP is
reached. It will serve as acknowledgment that the educational institution will certify the enrollment of eligible
veterans for benefit payments under VRRAP.

2.

This agreement serves as an agreement by the educational institution to adhere to VRRAP reporting and payment
requirements. It does not constitute a separate approval for VA educational assistance benefits. Only institutions approved
to enroll veterans in programs of education for the purposes of VA educational assistance benefits (i.e., GI Bill benefits
under chapter 36 of title 38, United States Code, or benefits under the VA High Technology Pilot Program (commonly
referred to as "VET TEC") as specified in the note at section 3001 of title 38, United States Code) may participate in
VRRAP.

The terms of this agreement will be available for public viewing on VA's GI Bill website at www.gibill.va.gov.

An educational institution with multiple campuses may submit a single Agreement and Acknowledgment covering more than
one campus by attaching an addendum to this agreement listing all campuses. The listing must include the name, address,
and facility code of each campus. The institution must certify that all campuses covered under this agreement are subject to
the authority of the authorizing official signing the agreement.

The educational institution agrees to certify "enrolled" eligible veterans under VRRAP in the following programs:
(The programs must not lead to a bachelors or graduate degree and must lead to enrollment in a high-demand occupation).

6. By submitting this agreement with the original signature of an official legally authorized to bind the educational institution to
this agreement, the institution isa. Agreeing to certify upon the veteran's enrollment the actual net cost for tuition and fees for the entire program
of education for an eligible veteran;
b. Acknowledging that VA will pay for the actual net cost for tuition and fees i. Based on the provisions of section 3313(c)(1)(A) of title 38, United States Code, including the Academic Year cap
applicable for programs pursued at private or foreign schools;
ii. On a staggered basis when specific milestones are met;
iii. On a prorated basis if the student fails to complete the program;
c. Agreeing to not seek payment from an eligible veteran who fails to complete the program and/or fails to find
employment in a related field within 180 days of completing or withdrawing from a program for any amounts that
VA would have paid to your institution had the veteran completed the program and found employment within 180 days.
d. Attesting that a show cause order has not been received from the accreditor of any program listed in Item 5 (above)
during the five-year period preceding March 11, 2021.

INSTRUCTIONS FOR VETERAN RAPID RETRAINING ASSISTANCE PROGRAM (VRRAP)
PARTICIPATION AGREEMENT AND ACKNOWLEDGMENT
Please read through the instructions in their entirety before completing the VRRAP Participation Agreement and Acknowledgment. If you have any issues

NOTE: Any modifications to, or withdrawal from, this agreement only impacts eligible veterans enrolling in a program subsequent to the date on which it is
accepted by VA.

Item 4
An educational institution may enter into a centralized VRRAP Participation Agreement and Acknowledgment. If an institution has multiple campuses that
are all subject to the authority of the official signing the agreement, the institution may use the same program information for multiple campuses by attaching
an addendum to this agreement listing the name, mailing address, and facility code of each participating campus. You may only include
locations/branches that have facility codes.
NOTE: Each campus will be held to the terms specified in the agreement.
Item 5:
A. Program Type - Enter the type of approved program (Associate Degree or Certificate) for which you will certify enrollment of eligible veterans under
VRRAP. NOTE - Bachelors and Graduate degree programs don't qualify.
B. Program Name - Enter the name of the program as listed in the approval for GI Bill benefits or Veteran Employment through Technology Courses (VET
TEC) by the State Approving Agency or VA.
C. Related High-Demand Occupation - Enter the high-demand occupation associated with the associate or certificate program entered (see VA's official list
of high-demand occupations for VRRAP compiled by the Commissioner of Labor Statistics).
Item 6: VRRAP General Requirements and Additional Information
Eligible Veterans
• As of the date of the receipt by the Department of Veterans Affairs (VA) of an application for assistance under VRRAP, the veteran is at least
22 years of age but not more than 66 years of age;
• As of the date of receipt by VA of an application for assistance under VRRAP, the veteran is unemployed by reason of the COVID-19
public health emergency, as certified by the veteran;
• As of the date of receipt by VA of an application for assistance under VRRAP, the veteran has no entitlement to educational
assistance remaining under chapter 30, 31, 32, 33, or 35 of title 38, United States Code, or chapter 1606 of title 10, United States Code;
• The veteran is not enrolled in any Federal or State jobs program;
• The veteran is not in receipt of compensation for a service-connected disability rated totally disabling by reason of unemployability;
• The veteran will not be in receipt of unemployment compensation (as defined in Section 85(b) of the Internal Revenue Code of 1986), including
any cash benefit received pursuant to subtitle A of title II of division A of the CARES Act (Public Law 116 -136), as of the first day on which the
veteran would receive a housing stipend payment under VRRAP.
Covered Programs
• Programs approved for VA educational assistance under chapter 36 of title 38, United States Code, that do not lead to a bachelors or graduate
degree and are designed to provide training for a high-demand occupation (NOTE: See list of high-demand occupations compiled by the
Commissioner of Labor Statistics).
• High technology programs of education offered by a qualified provider, under the meaning given such terms in section 116 of the Harry W. Colmery
Veterans Educational Assistance Act of 2017 (Public Law 115-48; 38 U.S.C. § 3001 note) generally referred to as "VET TEC".
• NOTE: By law, in the case of an accredited program of education under VRRAP if the program has received a show cause order from the
accreditor of the program during the five-year period preceding March 11, 2021.
Payments to Educational Institutions
Upon receipt of a valid invoice from the educational institution, VA will pay an amount equal to the amount of educational assistance payable under
section 3313(c)(1)(A) of title 38, United States Code, directly to the educational institution offering the covered program of education pursued by an
eligible veteran as follows:
• 50 percent of the total amount payable when the eligible veteran begins the program of education.
• 25 percent of the total amount payable when the eligible veteran completes the program of education (A prorated amount will be paid for
the portion of the program pursued if an eligible veteran withdraws and provides notice to the educational institution that he/she no longer
intends to pursue the program of education.)
• 25 percent of the total amount payable when the eligible veteran finds employment in a field related to the program of education (A prorated
amount will be paid for the portion of the program pursued if an eligible veteran does not complete the program but, nonetheless finds employment
in a field related to the program of education during the 180-day period beginning on the date on which the veteran withdraws from the program
of education. VA will only extend the 180-day requirement to find employment if the veteran is called to Active Duty or for extenuating
circumstances. VA will evaluate such circumstances on a case-by-case basis. The 180-day period will be extended by the length of the call-up
when less than 90 days.)

NOTE: By law, a veteran who receives VRRAP benefits and fails to complete the program of education cannot receive additional assistance under VRRAP.
For VRRAP, VA is utilizing the same definition of "employment within the field of study" as used for the VET TEC Program, which includes:
• Traditional employment in a career supported by the completed program of study.
• Promotion in the veteran's current career if the veteran is currently employed in a career supported by the completed program of study.
• Self-employment if the veteran owns or operates a business and is utilizing the skills obtained through the completion of the program of study.
• For the Department to release the final tuition and fees payment, both the veteran and facility will need to certify that the veteran has achieved
employment within the field of study.
Non-recovery from Veteran
Educational institutions may not seek payment from an eligible veteran who fails to complete a program and/or fails to find employment in a related field
during the 180-day period beginning on the date on which the veteran withdraws from the program of education for any amounts that VA would have
paid had the veteran completed the program and/or found such employment within the 180-day period.

The signature must be from an official legally authorized to bind the institution to this agreement with VA. The title, telephone number, and date must be
provided. Agreements will not be processed without a valid signature.
FORM SUBMISSION
The preferred method is via email. Confirmation of email constitutes VA's receipt of the agreement and should be maintained for the institution's records.
Submit only one signed agreement. The institution will receive an approved agreement and accompanying letter or other related communication.
This form must be submitted in the following manner:

applications received without a signature.)

Privacy Act Notice: VA will not disclose information collected on this form to any source other than what has been authorized under the
Privacy Act of 1974 or Title 38, Code of Federal Regulations 1.576 for routine uses (i.e., VA sends educational forms or letters with a
veteran's identifying information to the veteran's school or training establishment to (1) assist the veteran in the completion of claims forms
or (2) VA obtains further information as may be necessary from the school for VA to properly process the veteran's education claim or to
monitor his or her progress during training) as identified in the VA system of records, 58VA21/22/28, Compensation, Pension, Education
and Vocational Rehabilitation and Employment Records - VA, published in the Federal Register. The requested information is considered
relevant and necessary to determine maximum benefits under the law. While you do not have to respond, VA cannot pay the student any
further education benefits under the Veteran Rapid Retraining Assistance Program (VRRAP) authorized by §8006 of Public Law 117-2 (H.
R. 1319) until we receive the information. Your responses are confidential (38 U.S.C. 5701). Information submitted is subject to verification
through computer matching programs with other agencies.
Respondent Burden: We need this information to implement the Veteran Rapid Retraining Assistance Program (VRRAP) which provides
eligible veterans impacted by the COVID-19 pandemic with the opportunity to pursue a covered program of education in a high technology
- high demand occupation. The information you provide will be used to determine the student's eligibility for education benefits and the
proper amount payable. Title 38, United States Code, allows us to ask for this information. We cannot pay the student any education
benefits until we receive this information which schools are required to submit (38 U.S.C. 3684). We estimate that you will need an average
of 15 minutes to review the instructions, find the information, and complete this form. VA cannot conduct or sponsor a collection of
information unless a valid OMB control number is displayed. You are not required to respond to a collection of information if this number is
not displayed. Valid OMB control numbers can be located on the OMB Internet Page at www.reginfo.gov/public/do/PRAMain. If desired,
