Part 31 of 10 CFR establishes general
licenses for the possession and use of byproduct material in
certain devices. General licensees are required to keep testing
records and submit event reports identified in 10 CFR part 31,
which assist the NRC in determining, with reasonable assurance,
that devices are operated safely and without radiological hazard to
users or the public.
The estimated overall burden
increased by 7,165 hours from 36,638 hours to 43,803 hours. This is
primarily due to the fact that the new estimate incorporates an
updated estimate of the total number of general licenses in NRC
jurisdiction and in Agreement States. This led to an increase in
the estimated number of burden hours attributable to reporting,
recordkeeping, and third-party disclosures. The estimated number of
licensees increased from 129,600 to 155,400, an increase of 25,800
licensees or 20 percent. The burden increase closely reflects the
increase in the estimated number of licensees. Note that there has
been a correction to the number of respondents in ROCIS that does
not affect burden. In the previous submission, burden was
calculated using 129,600 licensees; however, the number of
respondents entered in ROCIS did not include respondents whose only
burdens were due to recordkeeping. This resulted in only 10,681
respondents being reported instead of the actual estimate of
129,600 respondents. This error is corrected in this submission.
The ROCIS entry shows an artificial increase of 144,719 respondents
(155,400 - 10,681 = 144,719) rather than the actual increase in
estimated respondents of 25,800 (155,400 – 129,600 = 25,800). In
addition, the fee rate increased from $263 to $279 per hour.
