B. COLLECTION OF INFORMATION EMPLOYING STATISTICAL METHODS
B.1. Universe and Respondent Selection
The Census Bureau will conduct the Survey of Public Participation in the Arts (SPPA) supplement in July
2022 in conjunction with the Current Population Survey (CPS). The CPS starts with a probability sample
of about 71,000 assigned housing units each month. Approximately 59,000 housing units are eligible for
interview each month, after excluding those which are destroyed, vacant, converted to nonresidential
use, contain only people whose usual place of residence is elsewhere, or are ineligible for other reasons.
The survey is designed primarily to produce national and state estimates of labor force characteristics of
the civilian noninstitutional population aged 16 and older. The CPS sample consists of independent
samples from each state and the District of Columbia. Each state sample is specifically tailored to the
demographic and labor market conditions that prevail in that particular state. The Census Bureau will
administer the SPPA supplement to a random one-half of the 59,000 eligible households, or
approximately 29,000 households who are in the exit round of their CPS sample rotation. The exact
number of SPPA sampled adults will depend on the response rate, expected to be about 67 percent (a
little lower than the overall CPS response rate, which is averaging 78 percent in 2021.
B.2. Procedures for Collecting Information
The Survey of Public Participation in the Arts is a supplemental survey associated with the July CPS.
Attachment E gives an overview of the CPS sample design and weighting.
