As in previous censuses, the Post-Enumeration Survey (PES) for the 2020 Census will be conducted to provide estimates of census net coverage and components of census coverage [such as correct enumerations, omissions, erroneous enumerations (including duplicates), and whole-person imputations] for housing units and people living in housing units for the United States and Puerto Rico, excluding remote Alaska. These coverage estimates provide insight into the quality and coverage of census results and operations. As in the past, the 2020 PES operations and activities must be conducted separate from, and independent of, the other 2020 Census operations .

The PES FHUFU attempts to collect additional information to resolve match and status codes for addresses in the PES address list and the final census address list, and to resolve potential duplicates. The preliminary final housing unit match results show a higher number of nonmatches than expected based on the 2010 results and need to be sent to field follow-up to confirm that the addresses existed as housing units on Census Day, April 1,2020. These nonmatches are units added to the final census address list after the initial housing unit matching and follow-up operations. There is a higher number of potential duplicate records that were not field confirmed during the Initial Housing Unit Follow-up (IHUFU) operations because of the coronavirus pandemic, which caused changes to PES procedures. Reduced respondent contact during the early days of the pandemic led to more potential duplicate records needing to be resolved during FHUFU.
