publicly release your responses in a way that could identify you or your household. We are conducting the 2020 Census under the authority of
Title 13, U.S. Code, Sections 141, 193 and 221. By law, the Census Bureau can only use your responses to produce statistics. Per the Federal
Cybersecurity Enhancement Act of 2015, your data are protected from cybersecurity risks through screening of the systems that transmit your
data.
Title 13 of the U.S. Code protects the con dentiality of all your information. Violating the con dentiality of a respondent is a federal crime with
serious penalties, including a federal prison sentence of up to ve years, a ne of up to $250,000, or both. Only authorized individuals have
access to the stored data, and the information you provide to the Census Bureau may only be used by a restricted number of authorized
individuals who are sworn for life to protect the con dentiality of your individual responses. Your answers cannot be used against you by any
government agency or court.

1. Group Homes (non-correctional) for Adults or Juveniles
Community-based group living arrangements in residential settings that are able to accommodate three
or more clients of a service provider that provides room and board and services, including behavioral,
psychological, or social programs. Generally, clients are not related to the caregiver or to each other.
2. Residential Treatment Centers (non-correctional) for Adults or Juveniles
Residential facilities that provide treatment on-site in a highly structured live-in environment for the
treatment of drug/alcohol abuse, mental illness, and emotional/behavioral disorders.

3. College or University Student Housing
Includes residence halls, and other buildings, including apartment-style student housing, designed
primarily to house college and university students in a group living arrangement either on or off
campus. These facilities are owned, leased, or managed either by a college, university, or seminary
or by a private company or agency that provides ‘by the bed’ leases to students. Fraternity and
sorority housing recognized by the college or university is included as college student housing.
4. Residential Schools for People with Disabilities

● Collect an expected population count on April 1, 2020.
● Allow facility managers to choose a method of enumeration from those available to their group

quarters, such as: in-person interview, paper response data collection, and electronic response
data transfer (eResponse).
● Schedule an enumeration appointment.
Many federal laws require the use of census data to distribute funding and monitor important programs that provide
services to the community. States, cities, counties, and tribal governments use census data to plan future programs,
services, and community development projects such as those for the older population, hospitals, libraries, and schools.

The Census Bureau collects data in compliance with the privacy rules and regulations such as the Health Insurance
Portability and Accountability Act of 1996 (HIPAA) and the Family Educational Rights and Privacy Act (FERPA).
The Census Bureau is required by law to protect this information (Title 13, U.S. Code, Section 9). The Census Bureau is
not permitted to publicly release your responses in a way that could identify anyone. We are conducting the 2020 Census
under the authority of Title 13, U.S. Code, Sections 141, 193, 221 and 223. By law, the Census Bureau can only use
responses to produce statistics. Per the Federal Cybersecurity Enhancement Act of 2015, data are protected from
cybersecurity risks through screening of the systems that transmit data. All web data submissions are encrypted in order to
protect your privacy.
Title 13 of the U.S. Code protects the confidentiality of all this information. Violating the confidentiality of a respondent is a
federal crime with serious penalties, including a federal prison sentence of up to five years, a fine of up to $250,000, or
both. Only authorized individuals have access to the stored data, and the information provided to the Census Bureau may

A Message from the Director, U.S. Census Bureau

To Facility Manager:

We need your help to count everyone in the United States by providing basic information about all the people
living or staying at this facility. The 2020 Census includes people who live or stay in group quarters, such
as college or university residence halls, nursing/skilled-nursing facilities, group homes, residential treatment
centers, workers’ group living quarters, and correctional facilities.
A Census Bureau worker has contacted or will contact your facility to confirm a preferred enumeration
method. This letter provides instructions if your facility chose or chooses to be enumerated by the Electric
Response Data Transfer (eResponse) option. The eResponse period will be open for collection on
January 17, 2020, and conclude on April 20, 2020.

Using your unique User ID that can be found on the back of this letter, please follow the instructions below to
complete your eResponse:
● Enter your User ID on the eResponse home page, as shown on the next page.
● After entering your User ID, you will be asked to complete a few security questions.
● After you complete the security questions, eResponse will generate a PIN number.
● Please retain this PIN number. The PIN number is used to log into the eResponse system
and respond for the specific group quarters facility.
● After you complete these steps, download the Census Bureau template.
● Please retain and use the Census Bureau template to complete your eResponse.
● After you complete the Census Bureau template, upload it to the Census Bureau’s
secure website.
● After your upload is complete, please print the submission confirmation for your records.
The Census Bureau is required by law to protect this information (Title 13, U.S. Code, Section 9). The
Census Bureau is not permitted to publicly release your responses in a way that could identify anyone. We
are conducting the 2020 Census under the authority of Title 13, U.S. Code, Sections 141, 193, 221 and 223.
By law, the Census Bureau can only use responses to produce statistics. Per the Federal Cybersecurity
Enhancement Act of 2015, data are protected from cybersecurity risks through screening of the systems that
transmit data. All web data submissions are encrypted in order to protect your privacy.
Title 13 of the U.S. Code protects the confidentiality of all this information. Violating the confidentiality of
a respondent is a federal crime with serious penalties, including a federal prison sentence of up to five
years, a fine of up to $250,000, or both. Only authorized individuals have access to the stored data, and the
information provided to the Census Bureau may only be used by a restricted number of authorized individuals
who are sworn for life to protect the confidentiality of individual responses.
