Request: This nonsubstantive change request is to provide the Office of Management and Budget (OMB)
the final 2020 Census documentation.
In light of the COVID-19 outbreak, the U.S. Census Bureau adjusted 2020 Census operations in order to:
• Protect the health and safety of the American public and Census Bureau employees.
• Implement guidance from Federal, State, and local authorities regarding COVID-19.
• Ensure a complete and accurate count of all communities.
The Census Bureau provided periodic updates to OMB during this process to ensure awareness of
schedule and operational changes. This final nonsubstantive change request provides the final, asperformed state of 2020 Census operations, as well as links to documents that provide more details
about the operational updates. Updated information about the uses of Administrative Records in the
2020 Census is also included in this update. The schedule is Section 16 of the Supporting Statement A
has also been updated to show both the planned dates and the final dates.
