National Incident-Based Reporting System (NIBRS)

Attached is the Information Collection Request (ICR), NIBRS. The Uniform Crime Reporting (UCR) Program is requesting an approval of a new collection and submission to the Office of Management and Budget (OMB). The requirements of this collection are prescribed by U.S. Code, Title 28, Section 534, Acquisition, Preservation, and Exchange of Identification Records; Appointment of Officials, June 11, 1930; Public Law 109-177 (H.R. 3199), March 9, 2006, USA Patriot Improvement and Reauthorization Act of 2005; and the PL 110-457, Title II, Section 237(a), (b), December 23, 2008, the William Wilberforce Trafficking Victims Reauthorization Act of 2008, Matthew Shepard Hate Crimes Prevention Act, April 28, 2009.


The NIBRS technical specifications are a means by which the UCR Program’s participating law enforcement agencies can generate an automated records system to collect data on each single crime occurrence. Following auditing, processing, and conversion, the data are published in the Preliminary Semiannual Report and the following annual publications: Crime in the United States; Hate Crime Statistics; Law Enforcement Officers Killed and Assaulted; and National Incident-Based Reporting System. These records are maintained within the FBI UCR Program database.
