Enter the data received on survey responses (e.g., HUD-4751). Use a separate Summary Sheet for each maintenance job classification to calculate the prevailing wage rate for that classification. Use additional sheets, if needed.


Prevailing Wage Rate Calculations:


1) Majority Rate:


Where a majority of workers in the same work classification earn the same basic wage rate or fringe benefit rate, the basic rate or fringe rate (or both, if applicable) paid to the majority is the prevailing rate(s). List any prevailing rate(s) based on the majority in the appropriate spaces, below. Or,



2) Weighted Average:


Where there is no majority for the basic rate or fringe benefit rate, the prevailing wage rate(s) is the weighted average of all wage rates (basic or fringe benefit, as applicable) paid to workers in the classification. Calculate the weighted average of the basic or fringe benefit wage rate(s), as follows: Multiply each different wage rate (Column 3 and/or Column 4) by the number of workers receiving that wage rate (Column 2). Enter the products in Columns 5 and 6. Compute the total number of all workers (Column 2) and the total weighted basic and fringe benefit rates. Divide the total weighted basic rate or total weighted fringe benefit rate by the total number of workers to determine the weighted average. Enter the prevailing wage rate(s) based on weighted averaging in the appropriate spaces below.

A survey is being conducted to assess what wage rates, including any fringe benefits, prevail for laborers and mechanics that perform maintenance work. This information collection facilitates the determination of prevailing maintenance wage rates pursuant to the U.S. Housing Act of 1937 and the Native American Housing Assistance and Self-Determination Act of 1996 and will assist the U.S. Department of Housing and Urban Development (HUD) to establish prevailing wage rates for maintenance workers employed in the HUD-assisted Public and Indian Housing developments. Participation in this survey is voluntary and no assurances of confidentiality are provided.
