Observer Declare and Deploy System (ODDS)
The authority to collection the information required in ODDS is authorized under the Office of
Management and Budget (OMB) information collection number 0648-0318. More information
about this authorization is available on the following website
https://www.reginfo.gov/public/do/PRASearch. This authorization expires every three years. The
current information collection in ODDS is authorized through March 31, 2022.
PUBLIC REPORTING BURDEN STATEMENT
Public reporting burden for this collection of information is estimated to average per response: 15 minutes
to log a trip in ODDS; 5 minutes to request to be placed in the full observer coverage category; 5 minutes
to request to be placed in or removed from the electronic monitoring (EM) selection pool; and 5 minutes
to close an EM trip in ODDS. These estimated public reporting burdens include the time for reviewing the
instructions, searching the existing data sources, gathering and maintaining the data needed, and
completing and reviewing the collection of information. Send comments regarding the burden estimate or
any other aspect of this collection of information, including suggestions for reducing the burden, to

ADDITIONAL INFORMATION
Before completing this form, please note the following: 1) Notwithstanding any other provision of law, no
person is required to respond to, nor shall any person be subject to a penalty for failure to comply with, a
collection of information subject to the requirements of the Paperwork Reduction Act, unless that
collection-of-information displays a currently valid OMB Control Number; 2) This information is
mandatory and is required to manage commercial fishing efforts under 50 CFR part 679 and under section
402(a) of the Magnuson-Stevens Act (16 U.S.C. 1801, et seq.) as amended in 2006; 3) Responses to this
information request are confidential under section 402(b) of the Magnuson-Stevens Act. They are also
confidential under NOAA Administrative Order 216-100, which sets forth procedures to protect
confidentiality of fishery statistics.
PRIVACY ACT STATEMENT
AUTHORITY: The collection of this information in ODDS is authorized under the Magnuson Stevens
Fishery Conservation and Management Act, 16 U.S.C. 1801 et seq.
PURPOSE: ODDS is an Internet-based system used to facilitate observer and EM deployment on vessels
in the partial coverage category. ODDS also is used to facilitate communication among the vessel owners
or operators, NMFS, and the observer provider or EM provider. The welcome and login screen for ODDS
is at https://apps-afsc.fisheries.noaa.gov/ords/f?p=140%3A1. A vessel owner or operator may also
provide information to NMFS by calling the call center at 1-855-747-6377.
ROUTINE USES: The primary use for ODDS is for owners or operators of vessels in the trip selection
pool to log their fishing trips so that NMFS can determine if a particular fishing trip is randomly selected
for observer or EM coverage. In addition to logging fishing trips, the owners or operators of some vessels
may use ODDS to request placement in either the full coverage category or the EM selection pool rather
than the partial coverage trip selection pool.
DISCLOSURE: Providing information through ODDS is required for vessels in the partial coverage
category of the North Pacific Observer Program under regulations at § 679.51(a)(1) and (f)(2). Some
information submitted through ODDS is made available to the public through the North Pacific Observer
Program Annual Report posted at https://alaskafisheries.noaa.gov/fisheries/observer-program.
