the cap on h1bs should be set at zero. we have americna
workers fluent in computer work and yet the lousy
foreigners who have set up shop here keep asking to bring in
more foreigners to take american jobs., this is just slimy as
can be. such americans ae not americans at all but
opportunists who will kill us at a moments notice. shut down
the h1b program and all of the programs that bring in
foreigners to take american jobs. this is slimy corrupt work
going on here to satisfy those who want to pay less and hurt
americn workers. they aer slimy indivivduals who dont pay
taxes either all part of the lousy silicon valley crowd.

H1B visa is essential for corporations and non-profit
organizations to hire the best talents from around the world
and to make sure US is the world leader when it comes to
acquiring and retaining top talents. Changing the H1B
selection process from the current lottery system to a wage
based system would negatively impact recent graduates
from top US universities and their ability to stay and
contribute to the US economy. As such this proposed rule
should not come into effect and the current lottery system
(while not perfect by any means) should continue as it is.

Thank you for your opinion. The H-1B nonimmigrant
classification, and the annual numerical limitations on H-1B
nonimmigrants, is set by Congress in the Immigration and
Nationality Act. Therefore, USCIS is not making any changes
to the information collection as a result of this comment.

provided people with an almost no punishment chance to
cheat. We keep seeing people who got fake jobs from
consultancies share multiple registration being selected and
more ridiculously, they don't get any punishment but go
away with stolen H1B visas.
USCIS has unparalleled authority in determining whom to
become next immigrants to build United States and make it
great again. However, with such lottery system, those who
cheat with fake resume and fake job offers are taking away
opportunities from real talents employed by top US
companies and sending them to other countries.

lottery system to individual based. This is a simple
mechanism but a very effective one in keeping fair chances
among all applicants so that the real talents can have a

Why one individual could file multiple applications? This is
very likely and currently proven to cause fraud and should
stop!

The system should penalize the winning rate for people
submitting multiple registration via multiple employers. The
chance of getting selected should not be linearly correlated
with number of registration submitted.
Also the system should have a mechanism to investigate the
multiple filing personal to eliminate fraud especially h1b by
consulting company and contractors. The current system is
too easy to be taken advantage of.
