JUSTIFICATION FOR NON-SUBSTANTIVE CHANGE
The Impact of Commute Times on the Fatigue and Safety of Locomotive
Engineers and Conductors
OMB Control Number 2130-0628

Justification:
The Federal Railroad Administration (FRA) is making a non-material/non-substantive change to
an IC associated with this collection.
The title of form FRA F 245 is being changed from “The Impact of Commute Times on the
Fatigue and Safety of Locomotive Engineers and Conductors” to “Fatigue and Safety of
Locomotive Engineers & Conductors”.
Additionally, two typos were corrected in questions 7 and 8.
The FRA Our team met with representatives from BLET and SMART (Labor Unions), the
survey’s target audience, on January 19, 2022. Based on feedback from Labor Unions, a shorter,
simpler title may lead to a better response rate. The survey provides an opportunity for
respondents to express their perceptions of factors that contribute to fatigue in locomotive
engineers and conductors. We feel a revised title better represents the survey’s content.
No other elements of the survey, the questions, burden hours, form number, etc. are being
changed.
