How to Enter Volume and Value Data
Using the eFISH Portal
Two Volume and Value Reports are included as components of the cost recovery programs for the
Amendment 80 Program and the Western Alaska Community Development Quota Program (CDQ
Program). They are:
•

the First Wholesale Volume and Value Report, and
the Pacific Cod Ex-Vessel Volume and Value Report.

These reports are used to estimate the ex-vessel value of groundfish species subject to cost recovery in
the Amendment 80 and CDQ Programs. NMFS will use the estimated ex-vessel value for each
groundfish species to develop standard prices. Standard prices are then used to calculate the cost
recovery fee liability for fishery participants in the Amendment 80 Program and the CDQ Program.
The First Wholesale Volume and Value Report must be completed by Amendment 80 vessel owners
whose vessels harvest groundfish species, other than Pacific cod, with trawl gear under the Amendment
80 and CDQ programs. Individual reports must be completed for each Amendment 80 vessel that
participated in the Amendment 80 or CDQ Program groundfish fisheries during that year (i.e., for persons
who own multiple catcher/processors, a separate report must be completed for each vessel).
The Pacific Cod Ex-Vessel Volume and Value Report must be completed by shoreside processors and
motherships that receive deliveries of unprocessed Pacific cod harvested from the Bering Sea and
Aleutian Islands (BSAI). Pacific cod caught with trawl and fixed gear in the BSAI for which an ex-vessel
price was paid to a harvesting vessel must be reported. Individual reports must be completed for each
mothership or shoreside facility (i.e., for persons who own multiple motherships and/or shoreside
processing facilities, a separate report must be completed for each).
Volume and Value Reports are due to NMFS by November 10 of the year in which the landings were
made. Volume and Value Reports must be submitted using an online system called eFISH. For more
information about how to log into eFISH go here: eFISH Web Application. To access eFISH, users will
need the following:

NMFS ID number and password The NMFS ID is a unique number assigned to a
person(s)/company that applies for federal permits through the Restricted Access Management
(RAM) Division;
the Federal Fisheries Permit (FFP) or Federal Processing Permit (FPP) number for the
catcher/processor, mothership, or shoreside processor for which you are submitting a volume and
value report.

Enter your NMFS ID
Enter your Password
Click on the Login button

2. Depending on your eFISH configuration, the default menu can vary. For some, it will open on the
Groundfish tab. If it does not open on the Groundfish tab, click on the Groundfish tab to access all the
Volume and Value options.

First Wholesale Volume and Value Report
The First Wholesale Volume and Value Report collects information for the following groundfish:

BSAI Atka mackerel
AI Pacific Ocean perch
BSAI Sablefish
BSAI Flathead sole
BSAI Yellowfin sole
BS Greenland turbot
BSAI Rock sole

For all species except rock sole, the report collects information for fish landed between January 1 and
October 31 of each year. For rock sole, the report collects information for the period from January 1
through March 31 and then separately for April 1 through October 31.
You should not report any Amendment 80 Program and CDQ Program groundfish harvest processed into
fish meal.

The default year should be the current year. If not, select the current year from the year drop
down menu
Select the Permit ID of the vessel you wish to enter first wholesale volume and value data for
from the Permit drop down menu

4. First Wholesale Volume and Value reference reports

Summary and detail reports are provided for your reference. They contain the retained pounds (in
round weight) based on each vessel’s NMFS production reports for which wholesale value
information is requested. If there is more than one vessel associated with your NMFS ID, the
report will include the retained pounds for each vessel.
o Click on Summary for a .csv file containing pounds landed in round weight at the vessel,
species, and reporting period level.
o Click on Detail for a .csv file containing pounds landed in round weight at the product
level. These records reflect primary products on NMFS production reports from January
1 through October 31, but exclude fishmeal or mothership activity. The detail records
constitute the summary data.

5. Entering first wholesale volume and value data

Pounds Landed (round weight)
o Enter the total round weight in pounds of the species that were deducted from the
Amendment 80 or CDQ account.
o If, during the year, landings of a particular species included deductions from both an
Amendment 80 and a CDQ account, please sum the round weight for that species and
report the total pounds. For all species, except rock sole, the round weight must be the
total for landings from January 1 through October 31.
o For rock sole, the round weight must be the total for landings from January 1 through
March 31 and then April 1 and through October 31.
o If the species was processed into fish meal, do not include this in the total weight.
Wholesale Gross Value Received ($)
o Enter the total first wholesale value received for the species that were deducted from the
Amendment 80 or CDQ account.
o If, during the year, landings of a particular species included deductions from both an
Amendment 80 and a CDQ account, please sum the value received for that species and
report the total wholesale value.
o For all species, except rock sole, the value must be the total for landings from January 1
through October 31.
o For rock sole, the value must be the total for landings from January 1 through March 31
and then April 1 and through October 31.
o Report the information in U.S. dollars and cents
o If the species was processed into fish meal, do not include this in the total value

For your reference, subtotals are provided for the pounds landed and wholesale gross value
received information as they are being entered.
Click on Submit Update once you have completed entering volume and value information for this
vessel. A pop up window will inform you if the information was successfully saved:

If you have successfully updated the First Wholesale volume and value data for a
catcher/processor, and you have additional vessels for which to submit information, select the
next vessel’s Permit ID from the Permit drop down menu
Enter and submit this vessel’s volume and value data just as in step #5

7. Revising First Wholesale volume and value data

If you return to the First Wholesale Volume and Value Report page for a catcher/processor, any
previously submitted information will be displayed

You may revise, delete, or add additional volume and value information until November 10.
o Delete values by removing both the pounds and value information for the species and
time period
o Revise values for a species by changing either the pounds or value information that are
displayed (or both)
o Add values for a species and time period by adding both pounds and value just as in step
5.
o Click on Submit Update to save any of the changes.

8. Exporting submitted First Wholesale Volume and Value data

Click on the Export icon to generate a .csv file for all of the First Wholesale Volume and Value
data submitted to NMFS for this NMFS ID.

9. Exiting the First Wholesale Volume and Value Report page

After completing your volume and value entry, you may return to the menu to access other eFISH
tools by clicking on the Menu link
Or, you may exit the eFISH application and return to the login screen by clicking on the Logout
link
