Dr. Dominic J. Mancini, Ph.D.
Deputy Administrator
Office of Information and Regulatory Affairs Office
of Management and Budget
Washington, DC 20503

Dear Dr. Mancini:
Pursuant to Office of Management and Budget (OMB) procedures established at 5 CFR Part 1320,
Controlling Paperwork Burdens on the Public, I request that the proposed content revision for the 2021
Vehicle Inventory and Use Survey (VIUS) be processed as an Emergency Clearance of a New Collection in
accordance with section 1320.13, Emergency Processing.
The revisions reflect a correction to the mandatory collection authority citations for VIUS. The VIUS is a
component of the Economic Census and includes a sample of trucks owned by individuals and by
businesses. Currently our collection authority cites that Title 13, United States Code, Sections 131 and
182, authorizes the collection and Sections 224 and 225 make the collection mandatory. However,
Sections 224 and 225 only apply to respondents who are part of a company, business, or organization.
Section 221 also needs to be cited to require mandatory response for individual owners of personal
vehicles who are included in the VIUS sample.
With your emergency approval, the U. S. Census Bureau is positioned to make these revisions, upon
approval, as part of the ongoing data collection operation. A public notice requesting comments on this
information collection will be published in the Federal Register as soon as possible.
We appreciate your understanding of this urgent request and look forward to your response.
Sincerely,
Digitally signed by
