Thank you for your careful review. We have clarified that the estimate of respondent cost in A.12 is based on the burden estimates of respondents and non-respondents.
We have added the source and reasoning behind the burden assumptions in A.3 and A.4.
We will be including the Spanish versions of the instrument and recruitment materials with the submission of the ICR package to OMB.
