MEMORANDUM FOR THE DEPARTMENT OF THE ARMY OFFICE OF THE
ADMINISTRATIVE ASSISTANT TO THE SECRETARY
SUBJECT: Justification for the Use of Social Security Numbers in the Visa Passport Automated
System (VPAS) and DD Form 1056, “Authorization to Apply for a No-Fee Passport
and/or Visa” - Accepted
Thank you for completing a review of Social Security Number (SSN) use within this system
and form. The Defense Privacy, Civil Liberties and Transparency Division (DPCLTD) has
reviewed this request and has accepted your justification to use the SSN for the purpose of (8)
Computer Matching, to interact with the Department of State (DoS) for the purpose of processing nofee visa/passport applications for dependents and or spouses of individuals traveling abroad for work
on behalf of the Federal Government. The DoS requires the SSN to verify a military service
member’s eligibility for a no-fee passport and or Visa. This collection is only authorized for a
military service member’s SSN (not for spouses or dependents). This system and form must be
reviewed on a continuous basis and a new justification must be provided if any change to the system
and or form is submitted.
Acceptable Use (9) Foreign Travel, was not accepted. The Acceptable Use is covered by
Acceptable Use (8) Computer Matching. Acceptable Use (13) Other Cases, was not accepted. This
Acceptable Use is not a necessary justification for SSN use by the system.
While this system and form has been identified as requiring the collection, maintenance and
use of the SSN, you must ensure this data is afforded the highest protections practicable through use
of appropriate administrative, technical and physical safeguards. Also, please maintain a copy of
your justification and this memo in your records.
SSN Justifications must be renewed three (3) years after the date of this memorandum if the
associated system and or form has not been updated.
