Narrative Statement for a Modified System of Records
Under the Privacy Act of 1974
1. System name and number: Leaders to Sea Database, N05726-1
2. Nature of proposed modifications for the system: The Department of the Navy proposes to modify existing Leaders to Sea Database, to include records generated by Naval Aviation Squadrons in conducting authorized orientation flights in Navy aircraft, and to update the Routine Uses in accordance with new OMB regulations.
3. Authority for the maintenance of the system: 10 U.S.C. 5013, Secretary of the Navy; SECNAVINST 5720.44 is the Public Affairs Manual; OPNAVINST 5720.2M Leaders to Sea program; OPNAVINST 3710.7 Naval Air Training and Operating Procedures Standardization (NATOPS) Manual; COMNAVAIRFOR Manual 3710.7, E.O. 9397 (SSN), as amended.
4. Provide the agency’s evaluation on the probable or potential effect on the privacy of individuals: In reviewing this SORN, the Department of the Navy reviewed the safeguards established for the system to ensure they are compliant with DoD requirements and are appropriate to the sensitivity of the information stored within the system.
5. Routine use compatibility: Routine uses have been updated to reflect new standard Routine Uses language in accordance with the updated OMB Circular A-108.
