Request: The Health Resources and Services Administration (HRSA) Maternal and Child Health Bureau (MCHB) Pediatric Mental Health Care Access (PMHCA) program and the Screening and Treatment for Maternal Depression and Related Behavioral Disorders (MDRBD) program requests approval for changes to the PMHCA and MDRBD Health Care Provider (HCP) Surveys, Practice-Level Surveys, Program Implementation Surveys, and Program Implementation Semi-Structured Interviews (SSIs) (OMB 0906-0052 expiration date 06-30-2023).

Purpose: The purpose of this request is to make changes to the survey and SSI instruments by adding additional questions and expanding response options. Collection of this information will provide more accurate data reporting on several key measures, allowing HRSA to better track and understand differences in program implementation and use, technical assistance and other program needs, and the impact of COVID-19 on cooperative agreement-funded programs.

This memo explains the changes and supporting rationale.

Changes: Instruments:

Table A includes the type of instrument that received the change, the number of the question that was altered/added, a description of the change, and the rationale for the change. Attached are the instruments (Attachment 1) with the changes tracked, for reference. The overall scope of change to each of the instruments is minimal, representing the addition of one new response option in the HCP surveys; two new response options in the practice-level surveys; three new response options in the program implementation surveys; and two new probes and two new questions in the program implementation SSIs.

Time Sensitivity: The data collection changes must be completed in a timely manner to ensure that the data collection schedule will not experience significant delay. Approval of these changes is requested by July 1, 2022, to implement the changes in the data collection instruments and to prepare for the timely collection of data critical to HRSA.

Burden: These changes included herein do not substantially change the estimated reporting burden for respondents. Making these changes will allow HRSA to accurately capture data to determine the effects of the PMHCA and MDRBD cooperative agreement-funded programs on HCPs capacity to address patients’ behavioral health and access to behavioral health care.

The use of and relationship with community resource partners varies among awardees, so we want to capture this information for all awardees.
