ANNEX I
Partnership with the Information Resources Management College
(iCollege)
of the
National Defense University (NDU)
CAEs may, but are not required to, address this section of the solicitation with a
separate ANNEX I to their proposals titled “Proposal for iCollege/NDU Partnership.” CAEs
are encouraged to submit a proposal for this section if the CAE has a current partnership or
intends to partner with iCollege during the next academic year. This submission will be
evaluated separately from the Institution’s general proposal in response to the broader
solicitation.
I. OVERVIEW
In addition to students who are not employed by the DoD at the time of application, the
DoD will award a number of scholarships to current DoD employees to pursue degrees in
information assurance, information technology and cybersecurity (IT/IA/cybersecurity)
disciplines.

The scholarship program, as conducted by the National Defense University Information
Resources Management College (iCollege/NDU), focuses on DoD civilian employees and
military officers who wish to pursue a full-time or part-time master’s degree or a full-time
doctorate in an IA discipline. Applicants are nominated to enter the program in September
2013 or January 2014. Selected students will complete the first part of their degree through
the NDU iCollege and then enter a Partner University to complete the remaining degree
requirements.
• Full-time students complete the Chief Information Officer (CIO) certificate and
NSTISSI 4011 certificate requirements through the Advanced Management Program
(AMP), a 14-week resident program at the Ft. McNair, Washington DC campus, plus
one additional course that they may take via distance learning, either in advance of
or at the same time as the AMP.
• Part-time NDU iCollege students may apply for the DoD IASP after they have
completed 7 or more courses required for completion of their designated NDU
iCollege certificate.

• Students must complete both the CIO and NSTISSI 4011 certificates prior to
continuing their study with one of the NDU iCollege Partner Universities. This will
require students to successfully complete the "Global Enterprise Networking and
Telecommunications" (GEN) course prior to starting AMP. The GEN course may be
taken in-residence or through distributed learning (DL).

The NDU is accredited by the Middle States Association of Colleges and Schools and
is a graduate level institution. Currently, a number of universities grant DoD civilian
employees and military officers who complete the CIO Certificate Program a total of 15
graduate transfer credits toward their master’s and/or doctoral degree programs.
Additional agreements award nine (9) hours credit for the NSTISSI 4011 Certification only.

II. PARTNERSHIP OPPORTUNITY
iCollege/NDU invites CAEs to propose partnerships or cite existing agreements that
would articulate the iCollege program with a follow-on opportunity at the CAE. This
partnership would allow DoD students to complete a master’s or doctorate with a
concentration in information assurance. The following conditions will apply to a
partnership arrangement between a CAE institution and iCollege, and should be addressed
in the ANNEX I proposal.

A. DoD Student Population: DoD students will be enrolled in the iCollege Advanced
Management Program scheduled to begin in September 2013 or January 2014. These
students will complete the iCollege program by the end of December 2013 or April 2014,
and be eligible to enter a full-time graduate program to in January 2014 or September 2014
to complete the remainder of their degree. Please note these students may select
individual partnering universities; they do not all proceed as one cohort to any one
institution.
B. DoD Student Demographics: DoD students will be civilian employees or military
officers at senior career levels (GS-12 and 0-4 officer rank and above) who are
competitively selected to participate in the DoD scholarship program and attend the CIO
Certificate Program (with NSTISSI 4011 Certification). Besides having successfully
completed the CIO Certificate Program and the NSTISSI 4011 Certificate, they will have
completed, at a minimum, an undergraduate degree and will be eligible to begin the first or
second year of a master’s degree program or doctoral studies.

C. ANNEX I Technical Proposals: CAEs must be willing to consider acceptance of
DoD-selected students who have, at a minimum, an undergraduate degree and who meet
all CAE university entrance requirements. Once admitted to their graduate programs in an
information assurance related degree, partnering CAEs agree to award a minimum of
fifteen (15) graduate credits from the iCollege CIO Certificate Program (with NSTISSI 4011
Certification) or a minimum of nine (9) hours for NSTISSI 4011 Certification only. CAEs
should indicate their willingness to accept these conditions or cite existing agreements,
address the specific number of graduate credits they award or will award for the iCollege
CIO Certificate and/or NSTISSI 4011 Certification, and indicate whether the agreement will
be extended to all iCollege CIO Certificate Program and CNSS 4011 Certification graduates,
including those not participating in the scholarship program. In addition, they should
briefly address:
1. the number of students they can accommodate from each of the anticipated
iCollege class cycles during Academic Year 2013-2014, and thereafter;
2. master’s and/or doctoral degree programs the students could participate in;

For each identified degree, provide the following information:

1. number of additional credit hours required for degree completion
2. estimated number of months to complete degree (do not include iCollege time);
3. prerequisite qualifications required or desired (if any) of potential DoD students;

4. anticipated curriculum content of graduate programs proposed for the DoD
students; and
5. whether students will be required to attend courses on the college campuses or
whether there are alternative means (e.g. web-based or satellite-based distance
learning) through which students might participate in the CAE’s degree programs.
6. whether students will be eligible to attend courses part-time.

D. ANNEX I Cost Proposals: CAEs wishing to partner with DoD in this effort should
provide a separate cost ANNEX I in support of their “Proposal for iCollege/NDU
Partnership.” In preparing this cost ANNEX I, CAEs should estimate the per student
scholarship costs (e.g., tuition, books, and select academic fees) for DoD students. Unlike
non-DoD students participating in the scholarship program, DoD students will not receive
stipends. These scholarship costs should be identified separately from any other direct
costs associated with the partnership proposed with iCollege, e.g., evaluation of curriculum
content for determining transfer credits, programmatic enhancements, managerial
requirements, etc. Administrative costs allowed for the program should include a visit to the
iCollege, for one overnight if necessary (if you are not in the local area). Additionally, if you do
not currently have iCollege partnership students, please provide prices for a per student
option, with a breakout of in-state/out-of-state (as applicable), MS and PhD (if both), and
indicate the maximum number of partnership students you can accept during each year.
Those with current partnership students must also address the necessary continuation
costs for them. In computing indirect (F&A) costs, CAEs are again reminded that F&A costs
may not be applied to scholarship amounts per OMB Circular A-21.

V. EVALUATION CRITERIA
The “Proposal for iCollege/NDU Partnership” ANNEX I will be evaluated separately
from the rest of the CAE’s proposal using the criteria below:
A. The merits of the CAE’s proposed approach, and the ability of the institution to meet
the conditions imposed by DoD for an iCollege/NDU partnership.
B. The potential benefit of the program to DoD students and to meeting DoD mission
needs.
C. The realism and reasonableness of the cost proposal.
