The Voluntary Appeal File prevents delays and erroneous denials of firearms purchases and transfers. Persons
can voluntarily submit their fingerprints to add themselves to the file. They receive a Unique Personal
Identification Number (UPIN) that can be used to prevent future delays and/or erroneous denials/delays
