This information collection request
covers the record keeping requirements set forth in a final rule on
Testing and Labeling Pertaining to Product Certification (16 CFR
part 1107; the testing rule), as well as the record keeping and
third party disclosure requirements set forth in a final rule on
Conditions and Requirements for Relying on Component Part Testing
or Certification, or Another Party's Finished Product Testing or
Certification to Meet Testing and Certification Requirements (16
CFR part 1109; the component part rule). It also covers the burden
of labeling and marking children's products associated with rules
passed under section 104 of the CPSIA. Lastly, it covers
manufacturers and importers of Electrically Operated Toys and
Baby-Bouncer/Walker-Jumpers requirements on labeling and keeping
records of the sale and distribution of the products.
Burden estimates increased due
to agency discretion. Burden estimates for the testing rule
increased because we have assumed that the number of children’s
products subject to testing have increased.

1320.8(b)(3).
