I. SURVEY EMAIL INVITE:
Regional and State Arts Agency ARP Funding Survey
The American Rescue Plan (ARP) was signed into law in 2021 in response to the
ongoing Covid-19 pandemic. The National Endowment for the Arts (NEA) received $135
million in ARP funds to help support jobs in the arts sector, keep the doors open to arts
organizations nationwide, and assist the field in its response to and recovery from the
COVID-19 pandemic. Forty percent of the NEA’s ARP funds were allocated to state and
jurisdictional arts agencies and regional arts organizations. Your agency or organization
received these NEA ARP funds as a supplement to your fiscal year 2022 Partnership
Agreement dollars. No new reporting requirements were associated with the provision
of ARP funds; however, we know that many agencies and organizations attempted to
track the activities generated by these funds. To better understand activities supported
with ARP funds, the National Assembly of State Arts Agencies (NASAA) and the NEA
are administering this survey.
Please answer the following questions to the best of your ability. The time to complete
the survey is estimated to average 4.5 hours, including the time to review
instructions, search existing data resources, gather the data needed, and
complete and review the information collection. You will be able to save the survey
and return to it later if needed. We ask that you answer all questions as best you can
and to the fullest extent possible.
Disclaimer: Results from the survey are anonymous and reported to the public in the
aggregate. This survey will not impact your current or future awards from the NEA. Your
participation is voluntary. You will not receive any compensation for responding to the
survey. You may decline to answer any questions you wish. Under the Paperwork
Reduction Act of 1995, no persons are required to respond to a collection of information
unless such collection displays a valid Office of Management and Budget (OMB) control
number. The OMB control number for this survey is OMB No. 3135-0144 (expires
08/31/2024).
Please note that this survey is only collecting data related to ARP funding that
your agency received from the NEA. It is not collecting data related to any other
supplemental ARP funding.

in allocating and reporting these funds in the first place. Please submit your response
