This is a submission, with the final rule, of a request for revision of an existing information collection. The revision to this information collection package is due to two modifications to the dealer reporting requirements for the Individual Bluefin Quota (IBQ) reporting program that are being implemented by Amendment 13 to the 2006 Consolidated Atlantic HMS Fishery Management Plan (RIN 0648-BI08). First, Amendment 13 proposes to remove the requirement that bluefin tuna dead discard reports from pelagic longline vessel trips be submitted to the IBQ system via dealer reports. Second, Amendment 13 would eliminate the current requirement that vessel operators/owners enter the PIN associated with their vessel IBQ account to confirm that the landing report information entered into the IBQ System by the dealer is accurate. This revision will not change the estimated number of responses or burden for this collection. This information collection consists of a mandatory dealer reporting program for domestic landings and international trade of highly migratory species. Catch and trade monitoring is required under the provisions of the Atlantic Tunas Convention Act, Tunas Convention Act, and Magnuson-Stevens Fishery Conservation and Management Act (MSA). Information collected through this program is essential for the United States to meet its reporting obligations to the International Commission for the Conservation of Atlantic Tunas, Inter-American Tropical Tuna Commission, Commission for the Conservation of Southern Bluefin Tuna, and its management obligations under the MSA.
