TSCA Section 8(e) requires all United States chemical manufacturers, importers, processors, and
distributors to notify EPA after obtaining information on any of their chemical substances or mixtures
that reasonably supports the conclusion that these substances or mixtures present a substantial risk of
injury to health or to the environment. This TSCA Section 8(e) electronic application is optional for the
production and submission of these filings. The paper option for filing will continue to be allowed.
Paperwork Reduction Act Notice
This collection of information is approved by OMB under the Paperwork Reduction Act, 44 U.S.C. 3501 et
seq. (OMB Control No. 2070-0046; EPA ICR No. 0794). Submissions of substantial risk notifications are
mandatory (15 U.S.C. 2607(e)), submissions of FYI notifications are voluntary, and respondents may
submit their notifications to EPA by mail, express courier, or electronically through EPA’s Central Data
Exchange. The annual public burden for this collection of information is estimated to be 50.06 hours per
initial section 8(e) submission and 4.06 hours per follow-up/supplemental section 8(e) submission. The
same estimates apply to FYI initial and follow-up submissions. For CDX registrations, burden per
registration is estimated at 0.53 hours. Burden is defined in 5 CFR 1320.3(b). An agency may not conduct
or sponsor, and a person is not required to respond to, a collection of information unless it displays a
currently valid OMB control number. You may send comments regarding the EPA's need for this
information, the accuracy of the provided burden estimates, and any suggested methods for minimizing
respondent burden, including through the use of automated collection techniques to the Director,
