Application information is needed to
determine the competition winner, i.e., the technical assistance
provider best able to help jurisdictions ensure housing needs are
considered as part of their larger infrastructure investment plan
while supporting equitable development and local economic
ecosystems. Additional information is needed during the life of the
award from the competition winner, i.e., the technical assistance
providers, to fulfill the administrative requirements of the
award.
The Consolidated
Appropriations Act 2022 gave $25 million to the Department of
Transportation (DOT) for a Thriving Communities program. HUD was
directed, in the report language to the Appropriations Act, to use
$5 million of its technical assistance funding to work with the
Department of Transportation “to ensure housing and infrastructure
development is taken into consideration as part of the thriving
communities program.” The requirement to develop this technical
assistance through an interagency collaborative initiative has
enabled HUD and DOT to work closely to identify the most effective
method for supporting communities, which was determined to be
issuance of two separate NOFOs with coordinated publication of the
NOFOs. A delay in the collection of this information will result in
a delayed, and possibly unrecoverable, opportunity to provide
needed assistance to jurisdictions to include critical housing to
serve their low-income residents. Jurisdictions have begun
receiving funds and are designing their infrastructure investments
without the support of technical assistance providers to identify
the opportunities for the production and preservation of affordable
housing. DOT is due to announce award recipients of over $6 billion
in discretionary funding in the next few weeks -- for example,
Rebuilding American Infrastructure with Sustainability and Equity
(RAISE) funding will be announced August 12, and DOT has awarded
billions more in formula funds. If HUD’s $5 million in technical
assistance is not awarded expeditiously, communities will lose
valuable time and opportunity to better coordinate transportation
and housing investments as desired by Congress, which could lead to
negative impacts for nearby residents and communities. Given the
critical role housing plays in the well-being of individuals and
communities, this opportunity to support more housing is essential.
In summary, the expedient approval of this emergency processing is
necessary to ensure the infrastructure funds enable jurisdictions
to meet their pressing housing needs and reduce the harms
individuals and communities will face if the underproduction of
housing continues to lead to greater cost burdens and more families
forced into homelessness.
