In alignment with the Weather Forecasting and Innovation Act of 2017 (Pub. L. 115-25), this is a request for a new collection of information. This collection seeks to test a method that can be used by the National Weather Serviceâs (NWS) Weather Forecasting Offices (WFOs) to collect operationally-actionable vulnerability data in their County Warning Areas (CWAs). Specifically, the collection evaluates the use of the Brief Vulnerability Overview Tool (BVOT) at two WFOs. The BVOT:
1. Contributes to increasing the frequency and accuracy of messaging-under-uncertainties between NWS WFOs and Emergency Managers (EMs),
2. Collects and displays critical data related to CWA vulnerabilities
3. Integrates into the Advanced Weather Interactive Processing System (AWIPS) when put into a GIS-based, Impact-Based Decision Support Services (IDSS)-focused tool.
The results of the collection will benefit all elements of the operational weather enterprise and the publics that it serves by improving the NWS WFOs awareness of vulnerabilities so that they can better target messages to EMs to protect lives and property.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
