In the Third Report and Order and
Second Order on Reconsideration in CC Docket No. 99-200, the
Commission continues efforts to maximize the efficiency with which
numbering resources in the North American Numbering Plan (NANP) are
utilized. Applications to state commissions from carriers must
demonstrate that certain requirements are met before states may
grant use of the safety valve mechanism. State commissions seeking
to implement service-specific and/or technology-specific area code
overlays must request delegated authority to do so.
There are adjustments with this
information collection. The increase in the total number of
respondents (from 17 to 38), the total number of annual responses
filed (from 32 to 254), and the total annual burden hours (from 830
to 6,380) is due to the increased estimates noted above in 12(a),
which were derived based on the average number of state safety
valve requests actually received by the administrator between 2019
and 2021. There are no program changes.
On behalf of this Federal agency, I certify that

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
