Justification for Non-Substantive Changes to the Collection or Resubmission of the Collection within One Year of OMB Approval


The Social Security Administration (SSA) published the Notice of updated schedule of standard administrative fees we charge to the public at 87 FR 62483 on

September 27, 2022. We charge these fees to recover our full costs when we provide information and related services for non-program purposes.


  • Change #1: We are making changes to page one (1), under the section “Is There A Fee For This Information”, we are changing the fees.


Current Language: If SSN of deceased individual is provided, the fee is $21.00

Current Language: If SSN of deceased individual is not provided, the fee is $21.00


New Language: If SSN of deceased individual is provided, the fee is $30.00

New Language: If SSN of deceased individual is not provided, the fee is $30.00


Justification #1: Every two years, the Federal Register (FRN) updates standard fees based on calculations. The President signed the FOIA Improvement Act, which mandates that government agencies must follow. Effective immediately.


  • Change #2: We are making changes to page one (1), under the section “Is There A Fee For This Information”, we are changing the fees.

We will implement these fee changes upon approval. The changes occurred after the previous submission of the clearance package.


We request OMB to approve these changes immediately so SSA can implement these changes to policy and forms across the board to meet FOIA Improvement Act mandates. We will notify components who use this form. The Federal Register effective date for fee changes is October 1, 2022.
