SAMHSA’s Response
Estimates will be allowed and instructions provided in guidance materials.
SAMHSA will be changing the measures from unique individuals to encounters to
allow for easier reporting.
SAMHSA will explore conducting a Point-in-time survey to allow for reporting more
detail on individual-level activities.

SAMHSA accepts the following:
1. the response options for gender to be "Select all that apply".
2. the suggestion putting in alphabetical order the Race categories: American Indian
or Alaska Native, Asian, Black or African American Native Hawaiian or Other
Pacific Islander, White. Will continued to follow OMB's definition of race and
ethnicity (OMB Ethnicity Categories:
Hispanic or Latino Not Hispanic or Latino)
3. (a) revising the age categories, (b) breakout further the age category of 45+ year
olds, and (c) creating an age category for minors (17 years old and under).

Changes to demographic information
1. Best practices for gender categories are to ‘select all that apply.’
2. Demographic categories should follow the same ordering logic across all domains.
