Privacy Act Statement
Authority: 5 U.S.C. 301; Executive Order 13254, “Establishing the USA Freedom Corps”
(January 29, 2002).
Purpose: FEMA is requesting this information to provide state and local contact information for
Citizen Corps Councils and Community Emergency Response Team (CERT) Programs to
members of the public who are interested in becoming more prepared and/or for getting involved
in community activities. This information also showcases the capabilities of each local Council
and CERT Program as well as recognizes them as an approved entity within the state.
Routine Uses: This information may be shared externally as a “routine use” to other federal
agencies, state/local partners, international partners, and non-governmental entities to assist the
Department of Homeland Security in developing opportunities for citizens to get involved and
help build capacity for first responders. With proper training and education, civilian volunteers
expand the resources available to states and local communities. Many partner organizations offer
public education, outreach, and training for free. A complete list of the routine uses can found in
