This memo requests approval of changes to the approved information collection, Ethnic Community Self-Help (ECSH) Program Data Indicators, approved under the Generic Performance Progress Report (OMB #0970-0490).


Background

The current ECSH Program Data Indicators were most recently reviewed and approved in June 2022 through a change request. The ECSH Program Data Indicators are submitted Semi-Annually by recipient organizations, along with the standard ACF Performance Progress Report (OMB Approval Number 0970-0406). This data collection allows the Office of Refugee Resettlement (ORR) to monitor recipient progress meeting the objectives of the program, and to collect information needed to complete ORR’s annual report to Congress (and other purposes).


In alignment with an ACF-wide focus on equity, and an effort to standardize information collected by ORR for performance reporting, the revised form adds the collection of gender for enrolled, ORR-eligible participants. Information collected on participant gender will inform ORR on the extent to which programmatic services are available and accessible to all eligible participants.


Additionally, ORR issued 21 new ECSH awards in September 2022, which is in addition to the grantees that were already in place and reporting.


Overview of Requested Changes

The revised form adds fields for recipient organizations to report on gender for enrolled participants. No individual information is requested, and all information is reported by recipient organizations in aggregate.


Additionally, to reflect new awards in September 2022, the total number of respondents has been increased to 31.
