Subject: Change Request – Refugee Individual Development Accounts Program Indicators (OMB #0970-0490)

This memo requests approval of changes to the approved information collection, Refugee Individual Development Accounts (IDA) Program Indicators, approved under the Generic Performance Progress Report (OMB #0970-0490).

Background

The Refugee IDA Program Indicators request information from grantees to allow the Office of Refugee Resettlement (ORR) to assess their progress towards stated objectives in the funding opportunity announcements and related grantee applications. This is completed quarterly by funding recipients, in addition to the standard ACF Performance Progress Report (OMB Approval Number 0970-0406).

In alignment with an ACF-wide focus on equity, and an effort to standardize information collected by ORR for performance reporting, this request is to include the collection of gender for enrolled, ORR-eligible participants. The inclusion of gender identity would allow ORR to identify gaps in programmatic outreach, implementation, and outcomes with respect to gender within the targeted population to be served. The data would provide information to assist ORR in identifying inequities in program involvement and benefits.

Additionally, ORR awarded new IDA grants in September 2022, which changes the number of respondents to this information collection.

Overview of Requested Changes

In its current form, the Refugee IDA Program Indicators collects the following information in the aggregate form:

• Number of individuals enrolled in the program.

• Number of homes purchased.

• Number of microenterprise assets purchased.

• Number of education assets purchased.

• Number of vehicles purchased

• Total number of all assets purchased.

ORR has updated the form to request information for each of the above data categories by adding rows to delineate by gender (Male, Female, Unspecified). ORR has updated the instructions and added the following new rows to the form.

• Rows 25-27

• Rows 39-41

• Rows 46-48

• Rows 53-55

• Rows 60-62

• Rows 67-68

Additionally, we have updated the number of respondents in the submission form to reflect the current number of grantees.

Time Sensitivities

Reports are completed on a quarterly schedule. The next report due is January 30, 2023. Additionally, the expiration date for the umbrella Generic Performance Progress Report (OMB #0970-0490) is January 31, 2022. The extension request for the umbrella is currently underway and ACF would like to submit that full request to OMB as soon as possible.
