Various Federal and Indian mineral
leasing statutes authorize the Bureau of Land Management (BLM) to
grant and manage onshore oil and gas leases on Federal and Indian
(except Osage Tribe) lands. In order to fulfill its
responsibilities under these statutes, the BLM needs to perform the
information collection (IC) activities set forth in the regulations
at 43 CFR 3160, 3171, 3172, 3176, and 3177. This request is being
submitted to the OMB in association with the BLM’s proposed rule
pertaining to fluid mineral leasing requirements (RIN 1004-AE80).
Many of the IC activities have been taken from OMB Control Number
1004-0137.

The proposed rule would
introduce new information collections resulting in 5,000 new annual
responses and 44,00 new annual burden hours. The remainder of
burden hours under this new OMB Control Number are being
transferred from OMB Control Number 1004-0137 in order to keep
similar regulatory requirements under the same OMB Control
Number.
