REPORTING AND DECLARATION FORMS

This information is being collected to establish landholder compliance with Federal reclamation law. Response to this request is required to
obtain or retain a benefit in accordance with Public Law 97-293 and 43 CFR 426.18. Public reporting burden for this form is estimated to
average 40 hours per response, including time for reviewing instructions, gathering and maintaining data, and completing and reviewing the
form. An agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a
currently valid Office of Management and Budget (OMB) control number. Direct comments regarding the burden estimated or any other aspect

GENERAL INFORMATION
The “District Summary of Reporting and Declaration Forms”
(Form 7-21SUMM-R) are used to tabulate and summarize the
Reclamation Reform Act of 1982 (RRA) reporting forms
submitted to this district by individuals, entities, and religious
or charitable organizations subject to prior law; and declaration
forms submitted by trusts, estates, public entities, and farm
operators located in prior law districts. The landholder (direct
or indirect owner or lessee) information and that of certain farm
operators is tabulated on the appropriate tabulation sheets as
follows:
•

Tabulation A – provide information pertaining to
individuals and entities who hold (own or lease) land
directly

•

Tabulation B – provide information pertaining to trusts and
estates that hold land directly

•

Tabulation C – provide information pertaining to public
entities that hold land directly

•

Tabulation D – provide information pertaining to religious
or charitable organizations that hold land directly

•

Tabulation E – identify errors, omissions, or discrepancies
related to landholders and farm operators

•

Tabulation F – this optional form is used to provide
information pertaining to landholders who only hold land
indirectly

•

Tabulation G – provide information pertaining to farm
operators and part owners of farm operators required to file
Form 7-21FARMOP

The summary form also summarizes information regarding
landholders in your district who are below the RRA forms
submittal threshold or who are above the RRA forms submittal
threshold and have not filed a form for the current water year.

You must annually submit an original Form 7-21SUMM-R.
Districts delivering any Reclamation irrigation water must also
submit tabulation sheets reflecting all landholders over the
RRA forms submittal threshold. Districts that do not anticipate
delivering any Reclamation irrigation water during this water
year must complete items 1-5, 13, and 14 of
Form 7-21SUMM-R. Additionally, if Reclamation irrigation
water deliveries commence after the summary form is
submitted, a new summary form with the appropriate tabulation
sheets must be submitted within 30 days of the date
Reclamation irrigation water deliveries commenced.
Any changes in the excess or full-cost acreage appearing on
Form 7-21SUMM-R must be certified to us within 30 calendar
days after the landholder reports the change to this district.
Type or print all answers in ink. You must initial and date any
crossouts and corrections. District name abbreviation(s) used
on this form must be spelled out on the form where the
abbreviation is used for the first time, or on a separate sheet
attached to this form. Reclamation retains your district’s
summary forms as a permanent record of RRA administration.
You must complete various tabulations before you complete the
main summary form. Use as many of the tabulations as
necessary to tabulate all of the information. You do not need to
submit a particular tabulation if your district does not have any
landholders to list on that tabulation. For instance, you do not
need to submit a Tabulation C for this water year if no public
entities report their landholdings to your district this year.
However, you must properly complete tabulation sheets for all
landholder forms received even if the landholder in question
does not receive Reclamation irrigation water in your district.
Placement of a landholder on a tabulation sheet is based on the
landholder or farm operator’s westwide landholdings (directly
or indirectly owned or leased). However, in completing the
appropriate tabulation sheets, only the acres in this district are
to be included.
The land that the landholders should be reporting is “irrigable
land” and “irrigation land.” See “General Information About
RRA Forms” (Form 7-21INFO) for the definitions of “irrigable
land,” “irrigation land,” and “irrigation water.” Other terms and

corresponding definitions that are specific to the RRA forms
are:

“Land” or “acres” means irrigable or irrigation land.

Enter the following information for each direct landholder
whose westwide landholding size fits in the category
designated in item 1:
(a) The name of the direct landholder.

“You” means the authorized district official completing
this form for the district.

(b) Check this box if the landholder holds land in more
than one district.

•

“We,” “us,” “our,” or “Reclamation” means the Bureau
of Reclamation.

(c) The total number of acres in this district that the
landholder directly owns. Obtain this information
from item 20 of Form 7-2190, item 8 of
Form 7-2190EZ, or item 21 of Form 7-2191.

(d) The total number of acres in this district that the
landholder directly leases. Obtain this information
from item 23 of Form 7-2190, item 11 of
Form 7-2190EZ, or item 24 of Form 7-2191.

TABULATION A (INDIVIDUAL AND ENTITY
REPORTING FORMS)
Use Tabulation A to tabulate information for directly held
(owned or leased) land from the following types of forms
submitted to this district if this district or the landholder is
subject to the prior law provisions:
•

“Report of Individual's Landholdings” (Form 7-2190),

•

“EZ Report of Individual's Landholdings”
(Form 7-2190EZ), and

•

“Report of Entity's Landholdings” (Form 7-2191).

(e) Enter the total number of acres in this district that the
landholder directly owns that are designated as excess
as identified on their “Designation of Excess Land”
(Form 7-21XS). Obtain this information from
item 11(e) of Form 7-21XS.
(f) Enter the total number of acres in this district that the
landholder directly holds and for which the full-cost
rate will be paid. Obtain this information from
item 14(c) of Form 7-21FC.

If the landholder submitted a “Verification of Landholdings”
(Form 7-21VERIFY), use the last standard form that was
submitted by the landholder to obtain the information. You do
not need to identify on Tabulation A which form was used to
obtain this information. You may need to complete up to three
different types of Tabulation A’s for various sizes of westwide
landholdings:

TABULATION B (TRUST OR ESTATE DECLARATION
FORMS)
Use Tabulation B to tabulate information for directly held
(owned or leased) land from the “Declarations of Trust’s or
Estate’s Landholdings” (Form 7-21TRUST) submitted to this
district if this district is subject to the prior law provisions. Use
the last standard form that was submitted by the trust or estate
to obtain the information if the trust or estate submitted a
Form 7-21VERIFY. You may need to complete the following
three different types of Tabulation B’s for the following sizes of
westwide landholdings:

landholdings are below your district’s RRA forms submittal
thresholds should not be tabulated here. Include information
from such RRA forms in item 12 of Form 7-21SUMM-R.

subject to the prior law provisions. Use the last standard form
that was submitted by the religious or charitable organization to
obtain the information if the religious or charitable organization
submitted a Form 7-21VERIFY.

TABULATION E (ERRORS, OMISSIONS, AND
DISCREPANCIES)
You must report the information on the summary form exactly
as the landholders have reported it. However, this district has
the responsibility to report known errors, omissions, and
discrepancies found on the landholder forms to us on
Tabulation E.

TABULATION F (PART OWNERS)
This tabulation sheet has been included for this district's
convenience. This district is not required to fill out this
tabulation, and no adverse consequences will result from not
submitting this tabulation. However, completion of this
tabulation is recommended to aid both us and this district.
Tabulation F is to assist you in identifying part owners who
hold land only indirectly in this district. If a part owner
directly owns or directly leases any land, that part owner does
not belong on this tabulation sheet and should be placed on
Tabulation A – E, as applicable.

WHAT IF THERE ARE CHANGES AFTER THIS
DISTRICT SUBMITS THIS FORM
Any changes in the excess or full-cost acreage appearing
on Form 7-21SUMM-R must be reported to us within
30 calendar days after the landholder reports the change to
this district.
As a reminder, if your district does not anticipate delivering
Reclamation irrigation water during the current water year and
Reclamation irrigation water deliveries commence after the
summary form is submitted, a new summary form with the
appropriate tabulation sheets must be submitted within 30 days
of the date Reclamation irrigation water deliveries commenced.
