In compliance with the

Energy Regulatory Commission
(Commission or FERC) is soliciting
public comment on a currently
approved information collection, FERC–
600 (Rules of Practice and Procedure:
Complaint Procedures).
DATES: Comments on the collection of
information are due May 22, 2023.

New York Power Authority; Notice of
Denial of Water Quality Certification
On July 31, 2020, the New York
Power Authority (NYPA) filed an
application for a new license for the
Hinckley (Gregory B. Jarvis)
Hydroelectric Project (project) in the
above captioned docket. NYPA filed
with the New York State Department of
Environmental Conservation (New York
DEC) a request for water quality
certification for the project under
section 401(a)(1) of the Clean Water Act
on March 11, 2022. On March 7, 2023,
New York DEC denied certification for
the project. Pursuant to 40 CFR 121.8,
we are providing notice that New York
DEC’s denial satisfies the requirements
of 40 CFR 121.7(e).

Procedure: Complaint Procedures.
OMB Control No.: 1902–0180.
Type of Request: Three-year extension
without change of the current
information collection.
Abstract: In accordance with 18 CFR
385.206, any person may file a
complaint seeking Commission action
against any other person alleged to be in
violation of ‘‘any statute, rule, order, or
other law administered by the
Commission, or for any other alleged
wrong over which the Commission may
have jurisdiction.’’ Regulations at 18
CFR part 343 provide for additional
procedures and information collection
requirements for complaints and other
filings that pertain to oil pipelines
under the Interstate Commerce Act.
Type of Respondents: Any person that
files a complaint for Commission review
and resolution.
Estimate of Annual Burden: The
Commission estimates the annual public
reporting burden 1 and cost 2 for the
information collection as shown in the
following table:

On February 26, 2021, Erie Boulevard
Hydropower, L.P. (Erie) filed an
application for a license for the West
Canada Creek Hydroelectric Project
(project) in the above captioned docket.
Erie filed with the New York State
Department of Environmental
Conservation (New York DEC) a request
for water quality certification for the
project under section 401(a)(1) of the
