General Comments

The proposal to establish a data baseline for food security in Puerto Rico is well laid out. Data collection and sampling procedures are well thought out and designed. Hopefully, the use of incentives to increase response rates will be beneficial in determining baseline levels.

FNS Response

  1. Part A: Nothing of note.


  1. Part B: Sec B.1.3. - Table B.1.2.: Breakout does not calculate to the sample given in the documentation. A total of 12,504 was listed for the sample size. Does the summation of the sections in Table B.1.2. need to sum to this value? I know that some overlap may occur in the sample that will be adjusted after the Area component is complete. Is this table taking that into consideration?

The totals of columns in Table B.1.2 do not match the totals from the burden table (Appendix T. Total Public Burden Hours and Cost) because individuals from the NAP and area probability samples who are contacted for interviews are a subset of the individuals who responded to the survey and thus, are not counted twice in the burden table.


To clarify, we added a total row to Table B.1.2 and notes to the rows with information on interview respondents from the from the NAP and area probability samples.
