General Comments
The proposal to establish a data baseline for food security in Puerto Rico is well laid out. Data collection and sampling procedures are well thought out and designed. Hopefully, the use of incentives to increase response rates will be beneficial in determining baseline levels.

The totals of columns in Table B.1.2 do not match the totals from the burden table (Appendix T. Total Public Burden Hours and Cost) because individuals from the NAP and area probability samples who are contacted for interviews are a subset of the individuals who responded to the survey and thus, are not counted twice in the burden table.
To clarify, we added a total row to Table B.1.2 and notes to the rows with information on interview respondents from the from the NAP and area probability samples. |
