pdf1660-0002 Streamline RI Change Request Terms of Clearance Update

FEMA is formally requesting a change to the Terms of Clearance (TOC) included in the Streamline RI
Notice of Action for collection 1660-0002 dated June 22, 2023. FEMA has decided to delay the
deployment of the new streamlined registration application until October 1, 2023, to enable an
incremental rollout approach that meets industry standards. In discussion with FEMA’s technical
advisor, we determined that an incremental rollout would significantly reduce risk especially during
hurricane season. To allow the modernized and legacy flows to coexist as an increasing percentage of
applicants are sent to the new flow, we need to update the legacy flow to the same hybrid version as
the call center for the Public release. This additional development will take five weeks for development
and sufficient testing. This is a change from the previous planned launch date of August 21, 2023.
Therefore, FEMA respectfully requests OMB adjust the August 14, 2023, deadline to submit a nonsubstantive change request memorializing non-substantive changes made in response to user testing
and updating the collection to reflect the final version released at launched to September 18th, 2023.
This extension will enable FEMA to provide the requested information in alignment with the updated
timeline for deploying the final version. During this time, FEMA will continue to engage with OMB on all
matters regarding the rollout, user testing, and PRA compliance.
