SCS Engineers develops and certifies plans for all types of facilities, from small to large, except for farms. SCS Engineers mainly works on plans for oil storage, oil distribution, and oil production facilities.
SCS Engineers prices their SPCC plan services based on both T&M (time and materials) and fixed price, depending on the nature of the project.

2. Yorke Engineers Response
The interviewees indicated that his firm provides engineering or technical support to facilities subject to SPCC regulation.
The interviewees are Senior Engineers at Yorke Engineers.
The interviewees did not need to be reminded of what the SPCC regulation was.
The interviewees have worked on more than 300 SPCC Plans over the last five years.
The interviewees have worked on a variety of facilities except for farms. They work mainly with manufacturing facilities but provide services to facilities of all sizes and types.
Yorke Engineers prices SPCC Plan development as T&M and fixed prices. The smaller the project more likely to use fixed price, i.e., Tier I plans.

3. WithersRavenel Response
The interviewee indicated that his firm provides engineering or technical support to facilities subject to SPCC regulation.
The interviewee is a senior environmental engineer at WithersRavenel.
The interviewee did not need to be reminded of what the SPCC regulation was.
The interviewee personally had worked on 50 SPCC Plans over the last 5 years.
The types of facilities WithersRavenel develops SPCC Plans for include mostly oil storage and equipment facilities, but they also prepare plans for concrete warehouses, ethanol storage facilities, water treatment and pumping facilities, airport and municipal facilities, and chemical plants. They do not work with farms or production facilities.
WithersRavenel prices SPCC Plan development as mostly time and materials but sometimes as fixed price. Pricing depends on client and scope.
STORAGE FACILITIES - Hours estimates provided by EPA largely the same as what WithersRavenel provided.
The interviewee had prepared a new Plan for a new facility (only Categories I and II).
