GENERAL INSTRUCTIONS
Purpose of Form
This form is used to request amendment of a pending Federal Communications Commission (Commission) application for an international signaling point code (ISPC) for Signaling System No. 7 networks. Under ITU-T Recommendation Q.708 (3/99), an ISPC(s) can be assigned to signaling point operators by each Member State’s designated Administrator in accordance with the rules and procedures of the Member State and ITU-T Recommendation Q.708.
The Commission is the administrator of ISPCs for the United States and administers all ISPCs. Through this form, the Commission will collect information concerning the proposed request to amend a pending ISPC application and will determine whether to permit the amendment of a pending ISPC.
Who Must File This Form and When
A signaling point operator with a pending ISPC application (SPC-NEW, SPC-T/C, SPC-WAV, or SPC-MOD) must use this form to amend the information furnished in the pending application if such information is no longer substantially accurate and complete in all significant respects.
The Applicant must file the amendment as promptly as possible and in any event within thirty (30) days of the amending event, including within thirty (30) days of a Commission request for amendment. See 47 CFR § 1.65. Every entity seeking to amend a pending ISPC application must use this form.
Changes warranting submission of an amendment include, without limitation, signaling point operator name change, change in the location where the signaling point is in operation, and change of contact person. An amendment may also be necessary after Commission staff review a submitted application and inform the Applicant that additional information is necessary to complete the pending ISPC application.
Description of Form
This form consists of a main form and the ability to file an attachment(s) if the changed information pertains to a previously submitted application pending with the Commission. The Applicant is encouraged to upload a single document in machine readable format, including all required information. The Applicant must fill in all required fields, upload required documents, make all required certifications, and sign the form before submitting the application.
Information Current and Complete
Information filed in the application with the Commission must be kept current and complete under section 1.65 of the Commission’s rules, 47 CFR § 1.65. The Applicant or the party to the application must notify the Commission regarding any substantial and significant changes in the information furnished in the application while it remains pending. Under ITU-T, Recommendation Q.708, the Applicant must inform the Commission of any change of information.

Applicants should refer to the Debt Collection Improvement Act of 1996. The Debt Collection Act requires all federal agencies ensure that no debtors to the Federal government obtain any licenses or other benefits from the FCC. To ensure this, the Commission must collect FRN information to correlate its Applicants with any outstanding Federal debt that they might have incurred in other dealings with the Federal government. SPC Transfer Form
ISPCs are not transferable between signaling point operators.
In the case of a merger, acquisition, divestiture, or joint venture, signaling point operators must use a SPC-T/C form. [link to form]

FILING INSTRUCTIONS FOR MAIN SPC-AMD FORM
Item 1. Enter the file number for the application that is being amended.
Item 2. The Applicant must check the box to acknowledge that it has or will attach a narrative statement describing the changes to the application being made in this amendment. For example, state “This is an application to amend pending ISPC application [insert file number] by including a revised network diagram.”
Note:
The remainder of the amendment application form will look the same as the form for the original application that the Applicant is amending.
For example, if the Applicant is amending an SPC-NEW application, the amendment form will look like an SPC-NEW form, and it will be pre-populated with all the information that the Applicant previously provided for the questions in the underlying application, with three exceptions that will be blank in the amendment and will need to be completed: (1) the application description question (for instance, that is item 3 in DNC-NEW), (2) the Certification Statements and Acknowledgements section, and (3) the signature block. For example, if the Applicant is amending an SPC-NEW application, ICFS will display the underlying NEW application that the Applicant previously filed, with all the fields populated as originally submitted (with the three exceptions noted above). The Applicant should change any other information that it needs to, and/or upload any new or revised attachments. The Applicant will also need to upload an attachment that describes the changes being made to the underlying application, as specified in Item 2.
