Explanation of Non-Substantive Changes to OMB Control Number 3060-0589:

• FCC Form 159

• FCC Form 159-B

• FCC Form 159-C

Purpose of Submission: This submission is being made for proposed non-substantive changes to an existing information collection pursuant to 44 U.S.C. § 3507. This submission seeks to update FCC Forms 159, 159-B and 159-C to delete methods of payment no longer permitted by the FCC, update the acronym commonly used for a [division] of the FCC’s Office of Managing Director, and update the establishment date for these forms.

Summary of proposed changes to FCC Form 159:

• On page 3, in Section A(2) of the instructions for completing FCC Forms 159 and 159-C, delete “If paying by credit card, enter the name exactly as it appears on your credit card.”.

• On page 5, delete Section E of the instructions in its entirety, to wit, delete “SECTION E (31) Credit Card Payment Information – If remitting payment by credit card, place an “x” in the appropriate block for the credit card being used – Mastercard, Visa AMEX, or Discover. Enter your credit card number and expiration date (For example: (mm/yyyy)).”.

Summary of proposed changes to FCC Form 159-B:

• At the bottom of page 1, delete “If paying by check, please write your bill number on your remittance and attach a copy of this bill to your payment to ensure proper credit.”.

• On page [1], delete “Please choose a method of Payment and complete the section if paying by Credit Card.”.

• On page [1], change “Application Information” to “Debtor Information”.

Summary of proposed changes to FCC Form 159-C:

• Near the top of page 5, under Section D the following needs to be removed “Note: Checks must be denominated in U.S. Currency and deposited in an U.S. financial institution. No checks drawn on a foreign bank will be accepted.”

There is no increase in the burden hours due to removal of the payment information removal. There are no costs associated with this collection.
