This information is needed to further the Commission's goal of assisting federal, state and Tribal Nation agencies in obtaining better situational awareness regarding the performance of communications networks during disasters. Service providers already file voluntary reports with the FCC upon activation of DIRS. The information collected here will allow these reports to be shared on a "need to know" basis while preserving the confidentiality of the information while advancing public safety goals. Because the FCC anticipates that DIRS and NORS access will be requested together in most cases, it believes that the estimated burden hours and costs for Participating Agencies associated with DIRS access are fully included in the estimates that it has separately submitted as part of its collection on Part 4 of the Commission's Rules Concerning Disruptions to Communications, OMB Control No. 3060-0484. To avoid double-counting the estimated burden hours and costs associated with both collections, the Commission estimates the marginal cost of the Participating Agency aspect of this collection to be zero.
The Federal Communications Commission (Commission) requests OMB approval to submit the information collection described herein under the “emergency processing” provision of the Paperwork Reduction Act (PRA) of 1995 (5 C.F.R. § 1320.13). The Commission is requesting clearance for a revision to an existing information collection under OMB Control Number 3060-1003. We respectfully request OMB approval for this collection no later than 32 days after it is received by OMB to effectuate the public safety purposes of the collection.
