This memo requests approval of a nonsubstantive change to the approved information collection, Healthy Marriage and Responsible Fatherhood Performance Measures and Additional Data Collection (OMB #0970-0566).

Background

The Office of Management and Budget (OMB) approved the Healthy Marriage and Responsible Fatherhood (HMRF) Performance Measures and Additional Data Collection in April 2021. This information collection package supports the collection and reporting of performance measures by the 2020 cohort of Administration for Children and Families (ACF)-funded HMRF grantees and includes the Entrance and Exit surveys that are completed by clients when they start and finish grant programming. Clients can complete the surveys through the Information, Family Outcomes, Reporting, and Management (nFORM 2.0) system or by paper copy.

Through additional review, we have identified a minor change to correct a typographical error on one of the survey measures in the HM Adult Entrance and Exit surveys. This measure is not included in any of the other instruments. The proposed change does not affect respondent burden and the purpose and use of the information collection remains the same. Details about the change are provided below.

Time Sensitivities

We are aiming to receive OMB approval as soon as possible to ensure that as many clients as possible receive the corrected version of the survey measure.

Overview of Requested Change

We have provided updated versions of the HM Adult Entrance and Exit surveys (Attachment H, Instruments 4HM 1 and 4HM 2).

HM Adult Entrance/Exit Survey Question D8a. Question D8a on the HM Adult Entrance and Exit surveys was incorrectly adapted from its survey source. The English version read “I blamed my spouse/partner for his/her problems”. The text has been updated to read “I blamed my spouse/partner for my problems” to correctly match the intent of the measure.
