The Office Population Affairs (OPA), (formerly the Office of Adolescent Health (OAH), which merged into OPA, effective June 2019) is requesting approval for a one-year reinstatement without change of the performance measures for the Teen Pregnancy Prevention (TPP) Program grantees funded in FY2020.
The TPP Program was initiated in FY 2010 as one of six major evidence-based policy initiatives across the Federal government. OAH supports two types of grants through the TPP program (1) projects that replicate evidence-based TPP program models that have been shown to be effective through rigorous evaluation, referred to as Tier 1 and (2) research and demonstration projects that develop and test additional models and innovative strategies to prevent teen pregnancy, referred to as Tier 2. Funding for the TPP Program is authorized under the authority of Division A, Title II of the Further Consolidated Appropriations Act, 2020 (Public Law No. 116-94).). The Act provides $100 million in FY 2020 for making competitive awards to public and private entities to fund programs that reduce teen pregnancy. OPA anticipates TPP2020 grantees will continue during a no-cost extension (NCE) period of up to one year from July 2023 through June 2024, and requests a one year extension without change of the TPP2020 performance measures information clearance request so that grantees may continue data reporting during the NCE period.
B. Collection of Information Employing Statistical Methods
We estimate up to 96 TPP2020 grantees will be on a no-cost extension during FY 2023. All of these grantees will be reporting data; there will be no sampling of respondents. A couple of items are specific to a particular tier, such as the Tier 1 Supportive Services and Tier 2 Innovative Network projects items; the participant-level items are not relevant to the Tier 2 Innovative Network participants. For observed quality and fidelity measures, Tier 1 and Tier 2 Phase II grantees will report on a sample of at least 10% of program sessions.
2. Procedures for the Collection of Information
Most of the program-level measures (pertaining to participant reach, dosage, and fidelity) collected by grantees and their sub-awardees (or implementing organizations, who potentially could be partners that are not funded directly through the grants) will be collected by aggregating data obtained from the staff implementing the program. The grantee-level measures (such as number of partners, training, dissemination, sustainability) will be tracked and summarized from the grantees’ or sub-awardees’ administrative records. All measures will be entered into the cloud-based database.
3. Methods to Maximize Response Rates and Deal with Non-response
Because completion of performance measures has been a funding requirement for the TPP cooperative agreements awarded since 2010, we have had nearly a 100% grantee response rate for the cohorts of TPP grantees. This requirement was stipulated in each of the three funding opportunity announcements for the FY 2020 awards. All grantees were trained and given ongoing technical assistance in the web based data collection procedures to facilitate their reporting.
