Subject: Request for Emergency Review and Clearance
Dear Dr. Revesz:
The Homeless Veterans’ Reintegration Program (HVRP) is an employment-focused competitive
grant program of the Department of Labor, Veterans’ Employment and Training Service (VETS)
authorized under 38 U.S.C. § 2021. The Consolidated Appropriations Act, 2023 (the Act) (P.L. 117328) was signed into law on December 23, 2022. The Act amended 38 U.S.C. § 2021, in part, by
expressly requiring grant recipients to collect the period of military service, employment history, and
housing status from participants and to submit a report enumerating the number of veterans served to
the Department no later than 90 days after the end of each program year, beginning with program
year 2023.
HVRP grant recipients collect and report participant information on a quarterly basis, via the VETS701 Technical Performance Report (TPR) form, approved under Veterans’ Employment and
Training Service Competitive Grant Programs Reporting (1293-0014). Responses are collected when
participants enroll in the program, which will begin with the start of the program year on July 1,
2023. VETS has an urgent need to avoid disruption of the collection of this information by revising
the TPR form to include questions that will address the new reporting requirements cited in the Act.
The timely collection of this information will ensure all veterans served by HVRP grant recipients
are represented in the program year 2023 report.
VETS is hereby requesting that OMB process a 180-day emergency clearance for revisions to the
Veterans’ Employment and Training Service Competitive Grant Programs Reporting (1293-0014)
information collection as a result of the Consolidated Appropriations Act of 2023 in accordance with
the emergency review procedures set forth under 5 C.F.R. § 1320.13. VETS cannot reasonably
comply with the normal clearance procedures because the use of normal clearance procedures is
reasonably likely to prevent or disrupt the collection of information (§1320.13(a)(2)(iii)). Due to the
exigent circumstances, VETS is also requesting that OMB waive the notice requirement set forth in
5 C.F.R. § 1320.13(d).
Please provide your approval/disapproval determination of this request by close of business on
June 30, 2023.
