The Commission's part 9 rules promote the reliability and resiliency of 911 communications networks nationwide by requiring an annual certification which ensures that 911 service providers adhere to vital best practices, and requires that carriers provide public safety answering points (PSAPs) with timely and actionable notification of 911 outages. The Commission seeks to revise this information collection by requiring 911 service providers to notify us when they completely cease operations. The Commission adjusts the cumulative burden hours for this collection from 166,750 to 168,646 (+1,896 hours) to reflect an increase in the number of respondents and the number of annual responses from 200 to 300 (+100). This increase in burden hours is attributable to a combination of an increase in the number of 911 service areas that must be certified and an increase in the number of covered 911 service providers. These adjustments reflect the Commission’s most current available data. These rule changes also result in a minor program change requiring providers that cease operations to notify the Commission. We estimate that this program change will increase the number of responses from 300 to 305 (+5) and increase the total annual burden hours from 168,646 to 168,651 (+5) due to the adoption of the 2022 Second Report and Order.
