Thank you for submitting an exemption request for “Understanding the Role of Licensing in Early Care and Education” (17095-005). I have reviewed your request under the Revised Common Rule. I agree that the study is exempt from IRB review, given that, as per federal regulations [CFR 46.101(b)(2)], the study includes interviews in which participants will discuss their licensing system policies and practices and any disclosure of participants’ responses will not put them at risk. Therefore, you do not need to submit the study protocol for IRB review.
